The purpose of a homeowners association is to maintain, enhance and protect the common areas and interests of a neighborhood. Like the majority of homeowner associations across the nation, the FPHA is a legal, not-for-profit corporation, and as such, we have legal documents that define how we as an association do business.
Protective Covenants and Architectural Control Committee Guidelines (Covenants, Conditions, and Restrictions (CC&Rs): Generally, the CC&Rs are the highest controlling set of rules/laws related to an HOA. As is the case with most Homeowner Associations (HOAs), the hierarchy of the rules for FPHA are as follows:

Protective Covenants: Primary "laws" for HOA;

Articles of Incorporation: In case of conflict with Declaration of Protective Covenants, Covenants win;

By-Laws: In case of conflict with Articles of Incorporation, Articles win.
